I found the documentation on “custom instructions” but it appears I can only defined these on your web based builder.io app.
Is there a way to define these instructions through the Figma plug-in before it builds the module? I want to be able to defined these framework, for example Svelte vs. React as a part of the Figma plug-in build and be able to keep the development in my VS Code/Cursor environment. No offensive but I don’t need another web UI to do development.

Currently, the Builder.io Figma plugin doesn’t support defining framework-specific instructions (such as Svelte or React) directly within the plugin before generating the module.
We’re continuously working to improve our tooling, and your feedback is incredibly valuable. I’ll be sure to share this with the team as a feature request—having the ability to target frameworks directly from the plugin would definitely enhance developer workflows.
