Is there a way to make the rich text editor’s toolbar sticky (or fixed) so that there is no need to constantly scroll to the top when editing longer text in the rich text editor ?

The rich text editor in Builder.io does not currently offer a built-in feature to make the toolbar sticky or fixed. However, you have the option to create your own richtext editor plugin or submit a feature request at Builder.io Ideas.
