While there is no way to alter the functionality of the built-in WYSIWYG, there are a few workarounds you can do to make your text a different style without having to rely on Heading 1, Heading 2, etc… which correspond with h1, h2, etc…
When you create your text block, you can add a class to it, and then in the Data tab, under ‘Code’, you can add and define your CSS classes that you would want applied to that class. The best way to go about it is to inform users that headings in the RTE are for semantic purposes not styling purposes. If you need to style your text to look like headings, but not be headings, this is the way to go.

We’ve done something very much like that. However, it does not prevent users from choosing a heading, and breaking SEO.
