How does builder decide what's above and below the fold?

I have an Image component that acts as my hero for my homepage.
The problem is that it is lazy loaded. I want to increase my Lighthouse score and it notifies me that images about the fold should be lazy loaded.

Why doesn’t builder understand my image is above the fold and not lazy load it?
