Detailed steps to reproduce the bug
I can no longer replicate the bug on the page. But you can see it in the video linked below. What happens is a person makes edits to a page, then they come back to the page several days later when they want to publish, and there is no option to publish the page. The button that would usually say publish update says published. You can still see the unpublished changes in the page history. This has been reported on multiple pages. As a work around in order to publish the page, our users have been making additional changes to the page in order for the publish update button to re apear, but this is not ideal
