Admins can't add users?

What are you trying to accomplish
As an admin in a Space I’m trying to add a new user. I think the implication of the error message is that I don’t have “organisation” level permissions. I can’t find anywhere in the UI that tells me what my organisation level permission is. Is there some separate interface where i have to add a user to the organisation before adding to the Space?

For organization-level permissions, you need to go to your org Tom Corfield and add users in Account> Organization Tab> Add users.

After this, you can switch to your space Tom Corfield Space and start adding users in Account> Space Tab > Add users.
