No dropdown for adding user to Space

When I try and add a user to a Space I get an error:

User not in parent organization
User needs to be in your organization to add them to a space

And when I add them to the organisation I have to add all their full details again to the Space. Why is there not a dropdown menu of users in the organisation that I can add to a Space?
